PROCEDURES

FOR THE TRANSPORTATION OF IMPORT CARGO

FROM THE TRANSSHIPMENTS PORTS IN EUROPE AND ITS RELEASE TO THE CUSTOMERS

 

1. General Notes:

In order to ensure most productive cooperation between cargo receivers and LLC «Evergreen Shipping Agency (Russia) Limited» , to avoid delays in cargo release, as well as possible mutual claims and unjustified additional costs, we strongly recommend to the persons who are directly responsible in their companies for the cargo receiving arrangements to study carefully and in full all information available at our web-site and to prepare in advance for the receiving of their cargo.

 

In case any questions still remain, please do not hesitate to contact our office and our people will be more than glad to give you any possible clarifications.

 

Generally we have tried to make our releasing procedures as simple as possible, to minimize the time required to obtain necessary documents and to make our cooperation mutually pleasant and convenient for all parties involved.

2. Arranging of Cargo Transportation from the Transshipment Ports in Europe and Releasing of Cargo to

    the Customers.

Arrangements for the transportation of cargo from the transshipment port in Europe and its release to the customer involve:

 

Please, note that in case your cargo will be idling in the transshipment port in Europe over stipulated free storage period due to any reason other than the Carriers’ fault, you will have to pay for the additional storage of your cargo, as well as for the additional terminal handlings in accordance with the stipulated tariffs.

 

Please be informed that Your shipment will be delivered to container yard of OAO «Petrolesport».

 

You can, without waiting for your cargo arrival to St. Petersburg, you have a possibility after corresponding registration and obtaining of the Customer’s ID to make via our web-site a corresponding Pre-Request for preparing in advance of the documents that will be necessary for the release of your cargo and receipt of your containers at the terminal of discharge ( please, refer to the item “Pre-Request for Documents” at Regular Customers’ Area ).

 

After that customer can get released documents that are necessary for further cargo handling and for picking-up of containers from the terminal of discharge.

 

To receive above mentioned documents the customer should present to our office:

    • full set of the dully endorsed original Bills of Lading ( excluding the cases of telex-release );
    • Releasing Order as per stipulated form. All requirements regarding issuing of such Order, as well as the customers’ possibilities in respect of the nomination of the forwarding companies for further handling of their cargo and all formalities connected thereto are described in full detail in the “Extracts from the Local Tariff and Practice for the Services Provided by Evergreen Group Carriers via St. Petersburg Port, Russian Federation”;

If you cooperate with some forwarding company on regular basis, it is possible to present to our office Releasing Order for all future shipment consigned to your address.

    • Guarantee Letter as per stipulated form from the forwarder who is nominated by the customer for handling of his container(s) ( excluding the cases when cargo is being released to the Port Forwarders nominated by ERU and accepted by EGD );
    • Application for the additional insurance ( in cases when without any other guarantees containers are being released upon the customer’s instructions to the forwarding company with whom ERU does not have proper contractual relations );
    • in cases of the through ( door ) transports – other documents that are necessary for the performing of the transit formalities in the port and arranging of the further transportation of cargo to the final destination.

If you are receiving your cargo through our company for the first time, in addition to above it is necessary to prepare and to present to our office in original:

    • two copies of the Contract for the services related to the preparing of the documents that are necessary for further cargo handling and for picking-up of containers from the port, signed and sealed from your side;
    • Customer Details Card ( if you have not registered though our web-site ).

All forms and samples of above mentioned documents you can find on our web-site or to receive them at our offices.

 

NOTE:  

 Special terms and conditions in respect of the receiving of cargo that is subject to the control executed by the Russian agricultural controlling service ( Rosselkhoznadzor ), as well as in respect of cargo that is transported under the through (“door”) Bills of Lading are described separately in the corresponding sections of our web-site.

 

Aside from presentation to our office of all above mentioned documents, in order to obtain the permission for the receipt of your cargo you must pay the freight and all other possible extra costs that have occurred by the time of the release.

 

As a general rule, payments of all above mentioned charges must be effected in full prior to the release of the cargo.

 

For the convenience of our customers we provide them with a possibility to operate on basis of advanced payments effected within the framework of above mentioned Contract between the customer and ERU. In such case, in order to receive cargo release, your representative should present to our office the corresponding letter stipulating for the coverage of what particular invoices we should use advanced payments effected by you earlier.

 

For our regular customers with ongoing volumes and good credit history we can also provide a certain credit line in respect of the payment of above mentioned costs basing on the corresponding customer’s written application.

 

According to the rules stipulated by the Principal, invoices for freight are to be issued to the party stipulated as “Notify Party” in the corresponding Bill of Lading. Should you require freight invoices to be issued to another party – please, kindly inform us about that in writing.

 

Invoices for the freight additionals, as well as for the additional costs that have occurred during the period of cargo idling at the terminal of discharge and in process of cargo handling are issued to the forwarding company nominated by the cargo receiver.

 

Payments for the above mentioned costs can be effected either by means of wire transfer, or in cash in our office against corresponding bookkeeping documents.

 

If by the time of cargo arrival to St. Petersburg the customer has no possibility to present full set of necessary documents and/or to pay in full all charges occurred thereby, the customer still has a possibility to obtain so-called preliminary release ( pre-release ) without permission physically to pick-up the cargo from the terminal of discharge. The final permission for picking-up of the cargo from the terminal ( final release ) can be obtained by the customer only after presentation of the missing documents and/or after full coverage of the charges that have occurred by the estimated pick-up date. In order to obtain above mentioned final permission the customer shall contact our port office.

 

Above mentioned procedure cannot be implemented if the customer does not have necessary amount of original Bills of Lading or lacks corresponding telex-release.

 

In general, cargo releasing procedures suggested by us give to the customer full possibility to prepare in advance for the receipt of his cargo and to finalize all necessary releasing formalities within one visit to our office.
